How To Get A Spa License In Singapore?

On taking a closer look at the health and wellness
sector of Singapore, one would notice that the spa
industry is an integral part. In fact, this industry
is so successful that it has even managed to stay
resilient during times of economic crisis. The spa
culture is definitely becoming affluent in Singapore
thanks to residents and tourists alike; after all,
who wouldn’t want to be pampered with these
luxurious, comforting and relaxing treatments? Owing
to the growing popularity of spa culture, a lot of
entrepreneurs aim at opening spas in Singapore in
order to have a thriving business. However, this is
a task that is easier said than done because there
are a lot of procedures to follow here.

First of all, in order to open a spa in Singapore, a
spa license is mandatory. Thus, one is required to
apply for a ME or Massage Establishment license
under the Massage Establishment Act. This license is
necessary for all business establishments looking to
offer spa services and treatments such as spa baths,
foot-reflexology services, massage services,
rejuvenating services and beauty treatments such as
manicure, pedicure, etc. Now, there are two types of
ME licenses that one can apply for: Category I and
II. Out of the two, Category I ME license is more
preferable as it is accompanied by comparatively
more liberal business conditions.
In case of Category I ME license in Singapore, age
is no bar in terms of customers, alcohol can be
served inside the spa premises, there is no
restriction on the operating hours and one will also
be allowed to employ foreign therapists and
masseuses. Of course, this type of license also
comes with its exemptions, which are quite a few in
number. Hence it is advisable to read the
exemptions, terms and conditions and guidelines well
before making such an application in order to see
whether one qualifies for the same or not. This way,
one would be able to save time, money for
application and effort!
It is important to note that only companies that are
registered with the Singapore Companies Registrar of
ACRA or Accounting and Corporate Regulatory
Authority can apply for an ME license. All companies
are welcome to register under this body, even
foreign companies. However, in case of foreign
applicants, it is necessary for them to hold a valid
Singapore work permit or a Singapore Employment Pass
in order to qualify for making such an application.
Apart from this factor, it is also necessary for the
applicant to be more than twenty one years of age
and have an absolutely pristine criminal and
vice-related record. Needless to say, the
eligibility criteria for companies are different and
more in number.

While submission of application form is one of the
primary steps in applying for a spa license in
Singapore, there are other important steps to be
observed too. It is necessary for applicants to
gather the following supporting documents and have
them submitted to the Singapore Police Force:
- A copy of training certificates of masseuses and
therapists. These certificates should be duly
recognized by the Singapore Police Licensing
Division
- A NOL or No Objection Letter from the landlord of
the building or the building management for the use
of the property as a spa
- A photocopy of the URA planning permission that
explains the intended use of the premises as a spa
or a health centre
- A list of the employees to be employed at the spa,
along with their particulars such as designations,
passport details, contact details and Singapore
Identity Card number
In addition to these documents, the spa owner or
proprietor also needs to submit other official
documents pertaining to the establishment. Some
examples would be:
- Building Plan Reference Number obtained from the
Fire Safety & Shelter Department or FSSD
- The spa’s floor plan along with details of the
total floor area, documentary proof of the
accreditation by CaseTrust
- A list of the rental costs, assets and renovation
items invested for the making of the spa
- Pictures of the staff uniform from all angles,
i.e. front, side and rear view
- Tenancy agreement or Land Deed
If all the documents are in place and the form duly
filled then one would receive the license within
twelve working days! |
